The first Ameer of the Hizb was its founder the great Scholar Ash-Sheikh Taqiuddin An-
Nabhani who was born in 1914 in the village of Ijzam in Palestine. He founded Hizb ut Tahrir
in 1953. He attained the ‘Aalimiyah certification in Sharee’ah from Al-Azhar University in the
year 1932 and he worked as a judge in the court of appeal in Quds. The Sheikh passed away in
the beginning of Muharram in the year 1398 AH, corresponding to December 1977 CE.
He was succeeded by the eminent scholar Abdul Qadeem Zaloom who was born in 1924 in
the city of Al-Khalil (Hebron) in Palestine. He attained the ‘Aalamiyah certification from Al-
Azhar University in the year 1949. The work of the Hizb expanded in his period of leadership
to cover a number of regions and new localities. The Sheikh passed away in Safar 1424 AH
corresponding to April 2003 CE.
He was followed well by the current Ameer of Hizb ut Tahrir the Scholar Ata Bin Khalil
Abu Al-Rashtah (Abu Yaseen). Abu Yaseen was born in the year 1362 AH corresponding to
1943 in the small village Ra’ina one of the districts of Al-Khalil in the lands of Palestine. He
completed his school study in Al-Khalil and in Al-Quds and he graduated from the Faculty of
Engineering at Cairo University in the year 1966.
He joined Hizb ut Tahrir during his middle school education in the mid-fifties and for the sake
of Allah he was tremendously harmed in the prisons of the oppressors. He continued working
with Hizb ut Tahrir in all of its organisational and administrative structures and on the 11th of
Safar 1424 AH, corresponding to 132003/04/ CE Allah willed for the burden of the leadership
of the Hizb to be anchored firmly upon his shoulders whilst he asks Allah (swt) to aid him to
carry it.
Scholar Ata Bin Khalil (May Allah preserve him) was known for his asceticism and devoutness,
his strong adherence to the Deen and commitment to it, his forbearance and his severity
against falsehood. He is lenient with his brothers showing love to them and he does not tire
in spreading the truth possessing a firm resolution that does not know despair, exceptionally

personalities that are capable of carrying the Da’wah.
The second: The stage of interaction with the Ummah, to make it understand Islam until it
takes it as its cause and so that it works to generate it within the reality of life. At the latter part
of this stage there are actions related to seeking the Nusrah (material support) as was made
clear by the Messenger (saw).
The third: This is the stage of reaching the rule via the Ummah and the seeking of the Nusrah.
That is by following the Shar’iah method in respect to applying Islam in one go. This method
does not accept participating in the rule partially but rather it takes the rule as a whole and
then takes it as a method to apply Islam and not as an objective in itself. Similarly this method
does not accept the gradual implementation of the Ahkaam of the Shar’a where one ruling is
applied and another is left. Rather Islam is applied completely just as the Messenger of Allah
(saw) applied it and then after him the rightly guided Khulafaa’ proceeded upon the same
methodology and path, those whom Allah was pleased with and they with Him.
