(Islamic rulings) being Fard upon the Muslims. In the case where there does not exist a
Khalifah for the Muslims today, then it becomes a duty upon every able Muslim to engage
in the serious work to fulfil this great Fard. Not being engaged in the work to establish
the Khalifah of the Muslims is one of the greatest acts of disobedience because it means
refraining from undertaking one of the greatest obligations of Islam upon which rests the
establishment of the rulings of the Deen just as Islam’s presence within the reality of life
depends upon it.
• There is therefore no excuse for the Muslim to refrain from undertaking what Allah has
made obligatory upon him in respect to establishing the Deen and working to establish the
Khilafah that will establish the Deen amongst the people, establish the Hudood and unify
the Muslims as a whole under the Rayah (banner) of: ‘Laa Ilaaha Illallah Muhammadur
Rasoolullah’.
Hizb ut Tahrir calls all of the Muslims to work alongside it to establish this great Fard
(obligation) through which the Deen is established.
Hizb ut Tahrir is a political party whose ideology is Islam, so politics is its work and Islam is its
ideology. It works within the Ummah and together with her, so that it adopts Islam as its cause
and is led to restore the Khilafah and the ruling by what Allah (swt) revealed within the reality.
Hizb ut Tahrir was established in response to His Almighty Speech:
﴾َنﻮُﺤِﻠْﻔُﻤْﻟا ُﻢُﻫ َﻚِﺌٰـَﻟوُأَو ِﺮَﻜﻨُﻤْﻟا ِﻦَﻋ َنْﻮَﻬْﻨَﻳَو ِفوُﺮْﻌَﻤْﻟﺎِﺑ َنوُﺮُﻣْﺄَﻳَو ِْيرَﺨْﻟا َﱃِإ َنﻮُﻋْﺪَﻳ ٌﺔﱠﻣُأ ْﻢُﻜﻨﱢﻣ ﻦُﻜَﺘْﻟَو﴿
“Let there arise from you a group inviting to all that is good (Islam), enjoining Al- Ma›ruf and
forbidding Al-Munkar and it is they who are the successful” [Aali ‘Imraan: 104].
And Hizb ut Tahrir has adopted the resumption of the Islamic life and the carrying of the
Islamic Da’wah to the world as its aim. This aim means that the Muslims return to an Islamic
way of living within a Dar (Abode/Land) of Islam and within an Islamic society, where all of
the affairs of life are regulated in accordance to the Ahkaam Ash-Shar’iah.
The Hizb includes Muslim men and women as its members regardless of whether they are
Arab or non-Arab, white or black. This is because it is a party for all Muslims and it invites all
Muslims to carry Islam and adopt its systems because it looks at them all from the viewpoint
of Islam. The bond that binds the individuals of the Hizb together is the Islamic Aqeedah and
the culture of the Hizb that emanates from this Aqeedah.
Hizb ut Tahrir began its Da’wah in Bait ul-Maqdis (Jerusalem) and launched from there
to the world. It took to expanding the carrying of the Da’wah in a natural manner until
it came to be working in most of the Islamic lands and became spread amongst the
Muslims living in many of the western countries.
Hizb ut Tahrir adopted its method from the method of the Messenger of Allah
(saw) in respect to carrying the Da’wah and establishing the state and
committed itself to it. Based upon it the Hizb defined the method of
how it would proceed into three stages:
The first: The stage of culturing to bring about personalities
who believe in the thought of the Hizb and its method
