The Khilafah is the general leadership of all of the Muslims in the Dunya (this life) for the
establishment of the Islamic Shar’ii rulings and for the carrying of the Islamic Da’wah to the
world.
The establishment of a Khalifah is Fard (obligation) upon all of the Muslims in all parts of the
world and undertaking it is just like undertaking any Fard from amongst the obligations that
Allah (swt) has made obligatory upon the Muslims whilst dereliction in respect to its undertaking
is disobedience from amongst the greatest acts of disobedience upon which Allah will inflict the
severest of punishments.
And the evidence for the obligation of establishing the Khilafah upon all of the Muslims is found
within:
The Qur’an, the Sunnah and Ijmaa’ As-Sahaabah.
• As for the Quran, then verily Allah (swt) has commanded the Messenger (saw) to rule
between the people by what Allah has revealed and His command to him was in a decisive
(Jaazim) form. Allah (swt) said addressing the Messenger (saw):
﴾ﱢﻖَﺤْﻟا َﻦِﻣ َكَءﺎَﺟ ﱠماَﻋ ْﻢُﻫَءاَﻮْﻫَأ ْﻊِﺒﱠﺘَﺗ َﻻَو ُﻪـﱠﻠﻟا َلَﺰﻧَأ ﺎَِبم ﻢُﻬَﻨْﻴَﺑ ﻢُﻜْﺣﺎَﻓ﴿
“So judge between them by that which Allah has revealed and follow not their desires
away from the truth that has come to you...” [5:48]
And He said:
َلَﺰﻧَأ ﺎَﻣ ِﺾْﻌَﺑ ﻦَﻋ َكﻮُﻨِﺘْﻔَﻳ نَأ ْﻢُﻫْرَﺬْﺣاَو ْﻢُﻫَءاَﻮْﻫَأ ْﻊِﺒﱠﺘَﺗ َﻻَو ُﻪـﱠﻠﻟا َلَﺰﻧَأ ﺎَِبم ﻢُﻬَﻨْﻴَﺑ ﻢُﻜْﺣا ِنَأَو﴿
﴾َﻚْﻴَﻟِإ ُﻪـﱠﻠﻟا
“Judge between them by that which Allah has revealed and follow not their desires and
beware of them lest they seduce you from some part of that which Allah has revealed to
you...” [5:49]
The address to the Messenger (saw) is also an address to his Ummah as long as there is no
evidence that specifies it to him. In this case there is no such evidence and so it represents
an address to the Muslims to establish the ruling by what Allah has revealed and this cannot
occur except by the establishment of the Khilafah that rules by what Allah Ta’Aalaa has
revealed.
• As for the Sunnah, then it has been related from ‘Abdullah Ibn ‘Umar that he said: I heard
the Messenger of Allah (saw) say:
َتﺎَﻣ ْﻦَﻣَو ،ُﻪَﻟ َﺔﱠﺠُﺣ ﻻ ِﺔَﻣﺎَﻴِﻘْﻟا َمْﻮَﻳ َﻪﱠﻠﻟا َﻲِﻘَﻟ ٍﺔَﻋﺎَﻃ ْﻦِﻣ اًﺪَﻳ َﻊَﻠَﺧ ْﻦَﻣ»
«ًﺔﱠﻴِﻠِﻫﺎَﺟ ًﺔَﺘﻴِﻣ َتﺎَﻣ ٌﺔَﻌْﻴَﺑ ِﻪِﻘُﻨُﻋ ِﰲ َﺲْﻴَﻟَو
“Whoever withdraws his hand from obedience will find no proof for himself when he
meets Allah on the Day of Judgment, and whoever dies without having an oath of
allegiance (Bai›ah) on his neck he would die the death of Jaahiliyyah” (Muslim).
Therefore the Prophet (saw) made it obligatory upon every Muslim for there
to be a Bai’ah upon his neck and he described the one who dies whilst not
having the Bai’ah on his neck as having died the death of Jaahilliyah
(Time of Ignorance). The Bai’ah (pledge) is not provided to
anyone other than the Khalifah and nobody else. It is a
condition for it to be a Shar’iyah Bai’ah by consent
and choice from the Ahl ul-Hal Wa l-‘Aqd
